Message of H.E. Secretary General to the (OIC Computer Emergency Response Team) Regional Workshop for OIC Countries in the African Region

Rabat, Kingdom of Morocco 24- 25 June 2010 Your Excellency Ahmed Reda Chami, Minister of Industry, Trade, and New Technologies, Morocco Dr Taieb Debbagh, Secretary General, Ministry of Industry, Trade and New Technologies, Morocco General Dato’ Seri Panglima Mohd Azumi , Chairman of CyberSecurity Malaysia / Chair of OIC-CERT Distinguished Participants, Ladies and Gentlemen, Assalamu Aleikum Wa Rahmatullahi Wa Barakatuh. I would like to express my profound gratitude and deep appreciation to the Ministry of Industry, Trade and New Technologies of Morocco for hosting and organizing this workshop. My gratitude and appreciation go also to Cybersecurity Malaysia , and the IDB group for their cooperation and for their continued support to OIC-CERT activities , Distinguished Participants, Ladies and Gentlemen, It is worth mentioning that the active economic cooperation among OIC Member States is based on the realization that Islamic solidarity can only be meaningful if it is properly related to the principles of shared social values and economic cooperation. The vision of the Heads of State of the OIC as enshrined in the Ten Year Programme of Action is aimed at strengthening the economies of OIC Member States and ensuring that the welfare and prosperity of the Muslim Ummah are given due attention. As the African region represents more than half of the total members of the OIC, it deserves more attention than it is actually given for the socio-economic development of the OIC region. The promotion of science and technology is one of the main building-blocks of the economic progress that African Member States aspire to achieve in the twenty-first century. Distinguished Participants, Ladies and Gentlemen, Due to the importance of cooperation and solidarity among Islamic countries; and in a bid to encourage public and private national research institutions to invest in the field of advanced technologies, the OIC General Secretariat fully supported the establishment of the OIC (Computer Emergency Response Team) since its very inception during the Conference of Knowledge ,Information and Communication Technologies for Development, which was held in Kuala lumpor 2005. Four years later, during the 36th Session of the Council of Foreign Ministers in Damascus 2009 , the OIC-CERT became an affiliated OIC institution. While we express our thanks and appreciation to the Secretariat of OIC-CERT for its continued and well-planned activities, we urge it to Invite those Member States which have not joined the OIC-CERT, to do so and to extend the necessary support to enable it to continue its activities aimed at realizing security and cooperation in the area of IT, which has become a crucial factor in achieving development and stability Distinguished Participants, Ladies and Gentlemen, As you all know, the phenomena of discrimination, stereotyping and defamation targeting Muslims and their religion known as “Islamophobia” have become very common in the cyber space. Combating Islamophobia has become one of the major priority areas for the OIC. In order to streamline our activities in the OIC to oppose this phenomenon, we have established “The OIC Observatory on Islamophobia”. The objective of this Observatory is to monitor and document all manifestations of Islamophobia world-wide. In this regard we invite the OIC-CERT to use its available professional and technical resources (in line with its objectives stated in terms of reference ) to cooperate with the Observatory to find ways and means including technical ,administrative and legal to combat the Anti-Islamic contents in the internet. Finally, I would like to express my heartfelt greetings to all participants, and to wish them continued success in this workshop. Wassalamu Alaikum Wa Rahmatullahi Wa Barakatuh.
