At the conclusion of its 16th Meeting held at the OIC General Secretariat headquarters on Thursday 17/12/2009, the International Contact Group on Somalia adopted a final communiqué in which it reiterated the IGAD position considering the Djibouti process as the framework within which all international efforts for supporting the peace process in Somalia , should be coordinated . It stressed that reconciliation should continue to promote and support the role of the government, calling on all groups and opponents to engage in the Djibouti process and to work with the government. The meeting regretted the continued violence perpetrated against Somali civilians, particularly the suicidal attack which targeted the graduation ceremony in Mogadishu on 3/12/2009. It denounced piracy operations off the Somali coasts. It also demanded the international community to provide coordinated, continued and timely support to the establishment of security institutions in Somalia. The meeting called for holding an international conference as stipulated in the Djibouti Agreement which will contribute to the realization of the targets of the transitional period. The meeting indicated that providing direct support to the TFG, including opening offices in Somalia in response to appeals made by the TFG, will enable it to demonstrate its ability to carry out its necessary tasks. In this regard, the meeting welcomed the OIC decision to open an office in Mogadishu.
