Introduction paper
to OIC initiative
Regarding sparing
the blood of Muslim in Iraq,
who are the victims
of sectarian hostilities
With the intensifications of the sectarian strife in Iraq, the General
Secretariat of the OIC, in its capacity as the sole Islamic
Organisation, regrouping all Muslim Countries, and being their
spokesman and the advocate of their causes, deemed it incumbent upon
itself to undertake an initiative with a view to stop the bloodshed in
Iraq, and to try to put an end to the sectarian killing there.
The
OIC initiative is based on the premise of associating Muslim scholars
and the religious establishments in Iraq, Shiite or Sunni combined, to
issue a document, which, clearly, stipulates the ruling of Islam with
regard the premeditated extra-judicial killings of Muslims.
It
goes without saying that this ruling, which is identical in the
teachings of all Islamic sects and factions reserves to the
perpetrators of this act severe punishment in addition to a very harsh
punitive measures in the hereafter.
The
initiative had already, enjoyed the approval and benediction of
highest Muslim scholars and religious establishments. A preparatory
meetings was recently held in Jeddah, attended by leading scholars
form Shiite and Sunni Muslims representatives from Iraq, at the
Headquarters of the International Islamic Fiqh (Jurisprudence)
Academy, to draft the said document.
It
is expected that this document will enjoy the favour and the good
grace of the high ranking Muslim scholars, Sunni and Shiite combined,
who will meet in Makkah AlMukarrama on Thursday and Friday 27 – 28
Ramadan 1427H. 19 – 20 October 2006, to officially launch this
document from Makkah's Holy Mosque during the blessed month of
Ramadan.
The
Document will serve as a reminder to all Muslim in Iraq of the immense
gravity of killing others Muslims, which is considered by Islam as a
crime against humanity.
The
document will be the object of mass distribution by all dissemination
apparatus an media in Iraq, like written Press, Radios, TV Channels,
Universities, schools and Mosques etc. The aim is to uproot the causes
of the sectarian killings and to keep Muslims away from this dangerous
course.
The
publications of the content of this document, will underline the
severe punishment reserved to this crime by Islamic teachings, and by
the deliverances of Islamic formal legal opinions issued by Islamic
religious establishments in Iraq, which benefit form great respect and
acceptance by the people of Iraq. In so doing every Iraqi will be
facing his responsibilities towards his Creator, his faith, his
homeland, and his people, if he opts to get himself involved in the
sectarian killing, an act which is totally abhorred by the religion,
and which will be declared as such from the most sacred Mosque in
Islam.
The
initiative is not a conference, neither a symposium. There will be no
negotiation in Mekkah, simply there will be the launching of a
documents based on the tenets of Islam, inspired from the Quran and
the traditions of the holy prophet, in a matter which enjoys the
unanimity of the Muslim Ummah.
