RESOLUTION NO. 1/27-ORG

ON THE COOPERATION BETWEEN THE ORGANIZATION OF THE ISLAMIC CONFERENCE AND THE UNITED NATIONS

 

 

The Twenty-seventh Session of the Islamic Conference of Foreign Ministers (Session of Islam and Globalization) held in Kuala Lumpur, Malaysia from 24 to 27 Rabiul Awal 1421H (27-30 June 2000),

 

Having considered the Report of the Secretary General on the cooperation between the Organization of the Islamic Conference and the United Nations and other International and Regional Organizations (Doc. ICFM/27-2000/ORG/D.5);

 

Taking into account the desire of both Organizations to cooperate more closely in their common search for solutions to world problems, such as questions relating to international peace and security, disarmament, self-determination, decolonization and elimination of racial discrimination, fundamental human rights and the establishment of an international economic order for development;

 

Recalling the Articles of the Charter of the Organization of the Islamic Conference which encourage activities carried out through regional cooperation to promote the objectives and principles of the United Nations and the Organization of the Islamic Conference;

 

Noting with satisfaction the strengthening of cooperation between the United Nations system and the various institutions of the Organization of the Islamic Conference and its specialized and affiliated institutions;

 

Noting also the encouraging progress made in ten priority areas of cooperation as well as in the identification of new areas of cooperation such as "Promotion of Development through Inter-cultural Dialogue";

 

Convinced that the strengthening of cooperation between the United Nations System on the one hand and the various institutions of the Organization of the Islamic Conference and its specialized and affiliated institutions, on the other, contributes to the promotion of the objectives and principles of the Charters of both the United Nations and the Organization of the Islamic Conference;

 

Noting with satisfaction and appreciation the determination of both organizations to further strengthen the existing cooperation by initiating specific proposals in the priority areas of cooperation;

 

Noting also with satisfaction the meeting held by the Secretariats of the two organizations to establish a mechanism for cooperation in the political field;

 

Welcoming the results of the general meeting of coordination between the OIC Subsidiary Organs, Specialized and Affiliated Institutions, on the one hand, and the UN Organization System, on the other, held in Geneva from 13 to 15 June 1998 and the joint projects which resulted thereof;

 

Recognizing the need for genuine cooperation between the rest of the UN Specialized Funds, programmes and institutions, and the various subsidiary organs, specialized and affiliated organs of the Organization of the Islamic Conference and its specialized and affiliated institutions in the implementation of the proposals adopted at the general coordination meeting of the two organizations;

 

Recalling all resolutions adopted by Islamic Conferences and the resolutions of the United Nations General Assembly on the subject, particularly resolution No.3369 dated 10 October 1975 and by virtue of which the OIC was invited to participate as an observer in the sessions of the UN General Assembly and Subsidiary Organs, resolution No. 7/54 dated 5 November 1999;

 

1. Takes note with satisfaction of the report of the Secretary General No. ICFM/27-2000/ORG/D.5 on the cooperation between the OIC and the UN and other international and regional organizations reflecting the intensive and increasing activities carried out by the OIC within the framework of its relation with the UN.

 

2. Welcomes the active participation of the Organization of the Islamic Conference in the work of the United Nations in order to achieve the objectives and principles of the Charters of the United Nations and of the Organization of the Islamic Conference.

 

3. Requests the Secretary General, in consultation with the Member States, to consolidate the mechanism of cooperation with the United Nations system in the common search for solutions to global problems, such as issues of international peace and security, preventive diplomacy, disarmament, self-determination, decolonization, the elimination of racial discrimination, fundamental human rights, social and economic development and technical cooperation.

 

4. Urges the specialized agencies and other organizations of the United Nations system to broaden the scope of their cooperation with the Organization of the Islamic Conference and its various subsidiary, affiliated and specialized institutions, particularly by providing it with further technical assistance and other forms of support and concluding cooperation agreements with them and invites them to intensify cooperation between the focal points of the two Organizations in priority areas.

 

5. Welcomes the holding of the next general coordination meeting between the two Organizations in June 2000 in accordance with the agreement to hold it every two years with a view to promoting cooperation between the two Organizations, and studying and evaluating the progress achieved in priority areas.

6. Requests the OIC Secretary General, in cooperation with the Secretary General of the United Nations, to encourage the convening of sectorial meetings in the priority areas of cooperation.

 

7. Further expresses appreciation of the progress made in working out mechanisms of cooperation in the political field between the two Organizations and welcomes the contacts made by the two Secretaries General and requests that consultations be intensified in this area between them on a regular basis.

 

8. Expresses its appreciation of the efforts of the OIC Secretary General in the promotion of cooperation between the United Nations and the Organization of the Islamic Conference, and expresses the hope that he will continue to strengthen the mechanisms of coordination between the two Organizations in various fields.

 

9. Reiterates its appreciation to the Secretary General of the United Nations for his continued efforts to strengthen cooperation and coordination between the United Nations and its agencies, and the Organization of the Islamic Conference to serve their mutual interests in the political, economic, social, cultural and technological fields.

 

10. Requests the Secretary General to submit to the Twenty-eighth Session of the Islamic Conference of Foreign Ministers a progress report on cooperation between the United Nations and the Organization of the Islamic Conference.

 

11. Decides to include in the agenda of its Twenty-eighth session the item entitled "Cooperation between the United Nations and the Organization of the Islamic Conference”.

RESOLUTION NO. 2/27-ORG

ON COOPERATION BETWEEN THE ORGANIZATION OF THE ISLAMIC CONFERENCE AND INTERNATIONAL AND REGIONAL ORGANIZATIONS

 

The Twenty-seventh Session of the Islamic Conference of Foreign Ministers (Session of Islam and Globalization) held in Kuala Lumpur, from 24 to 27 Rabiul Awal, 1421 H (27-30 June 2000),

 

Having Considered the Report of the Secretary General on Cooperation between the Organization of the Islamic Conference, the United Nations, and other International and Regional Organizations as contained in Document No. ICFM/27-2000/ORG/D.5;

 

Aware of the excellent relations of cooperation between the Organization of the Islamic Conference and the League of Arab States, particularly those that are manifested in joint action for the sake of defending their common prime cause, that is the cause of Palestine and Al-Quds Al-Sharif;

 

Taking into consideration the friendly relations existing between the Organization of the Islamic Conference and the Organization of African Unity, distinguished by the exchange of views, consultation, and reciprocal participation in their respective Summit and Ministerial Conferences;

 

Noting that the constructive relationship existing between the Organization of the Islamic Conference and the Non-Aligned Movement, and the support received by the Organization of the Islamic Conference from the Non-Aligned Movement in its efforts to establish permanent peace in the Middle East;

 

1. Takes cognizance with satisfaction of the Report of the Secretary General (Document No. ICFM/27-2000/ORG/D.5) on the cooperation between the Organization of the Islamic Conference, the United Nations, and other International and Regional organizations, which reflects the continuous and increasing efforts of the Secretary General in establishing relations of fruitful cooperation with relevant international and regional organizations.

 

2. Expresses its gratification at the excellent cooperation between the Organization of the Islamic Conference and the League of Arab States, and urges the two organizations to continue organizing joint symposia and meetings on issues of common interest which are favorable to their respective countries.

 

3. Takes note of the Draft Cooperation Agreement between the Organization of the Islamic Conference and the Organization of African Unity, and requests the General Secretariat to communicate it to the Member States for consideration and views thereon.

 

4. Calls on the Secretary General to strengthen the relations of cooperation and understanding he has established with the Non-Aligned Movement.

 

5. Urges the continuation of information exchange and communication between the Organization of the Islamic Conference and the Gulf Cooperation Council of Arab States.

 

6. Takes note of the Draft Framework Cooperation Agreement between the Organization of the Islamic Conference and the International Organization of French-Speaking Countries aiming at exchanging information, representation, and consultation on issues of common interest to the two organizations, and requests the General Secretariat to communicate it to the Member States for consideration and views thereon.

 

7. Expresses its gratification at the Secretary General’s approach in conducting dialogue between the Organization of the Islamic Conference and the European Union,

 

8. Calls on the Secretary General to maintain and reinforce cooperation and coordination with all International and Regional organizations, not only for the sake of realizing mutual benefits but also for achieving prosperity for Member States and the Islamic world at large.

 

9. Requests the Secretary General to follow up the implementation of this resolution and submit a progress report thereon to the Twenty-eighth session of the Islamic Conference of Foreign Ministers.

RESOLUTION NO. 3/27-ORG

ON COOPERATION BETWEEN THE ORGANIZATION OF THE ISLAMIC CONFERENCE (OIC) AND THE ECONOMIC COOPERATION ORGANIZATION (ECO)

 

The Twenty-seventh Session of the Islamic Conference of Foreign Ministers (Session of Islam and Globalization) held in Kuala Lumpur, Malaysia from 24 to 27 Rabiul Awal 1421H (27-30 June 2000),

 

Having considered the report of the Secretary General on Cooperation Between the OIC and the UN and other International Organizations (Document No. ICFM/27-2000/ORG/D.5);

 

Bearing in mind the Memorandum of understanding (MOU) signed between the OIC and the Economic Cooperation Organization (ECO) at New York on 30 September 1994 granting observer status to each other on reciprocal basis;

 

Recalling further the MOU signed between Islamic Development Bank (IDB) and the ECO on July 7th, 1993, in order to provide a general framework to facilitate cooperation between the ECO and the Bank to promote sustained economic and social development of the States of Common Membership;

 

Also recalling resolution No. 3/8-ORG of the Eighth Session of the Islamic Summit Conference and Resolution No. 4/26-ORG of the Twenty-sixth Session of the Islamic Conference of Foreign Ministers on Cooperation Between the OIC and the ECO;

 

Convinced that the development and strengthening of their cooperation would be of mutual benefit to both Organizations, enhance cooperation among the States of Common Membership, and bring about better coordination and efficient implementation of their respective programmes;

 

1. Notes with satisfaction the report of the Secretary General No. ICFM/27-2000/ORG/D.5 on Cooperation Between the OIC and the UN and other International and Regional Organizations reflecting the continued and increasing efforts of the Secretary General aimed at promoting fruitful cooperation with the relevant International and Regional Organizations.

 

2. Notes with satisfaction the implementation of the relevant MOUs and resolutions referred to herein above in a spirit of harmony towards fulfilling the objectives of the two organizations.

 

3. Appreciates the role of the OIC’s affiliated institutions especially the Statistical, Economic & Social Research and Training Centre (SESRTCIC), Ankara in providing requisite technical assistance and training programme for the ECO staff.

 

4. Also appreciates the role IDB is playing in pursuance of (ECO-IDB) MOU in extending requisite technical and financial assistance to the ECO, especially their substantial contribution towards the multi-agency Project for the introduction of Multi modal Transport Operations in the ECO region, for which an agreement was concluded at the ECO Secretariat in September 1999, as well as for the assistance extended by the IDB for the financing of agricultural study missions in the ECO region and its sponsorship for the symposia organized by the Member States in the region on trade and investment.

 

5. Expresses satisfaction at regular participation by the two organizations in each other’s important meetings such as Summits, the ICFM sessions and COMCEC meetings as well as ECO’s active involvement in the OIC intra-trade sessions initiated by the IDB since September 1999.

 

6. Urges the specialized institutions and other subsidiary organs and progrmames of the OIC System to continue their advisory services and technical assistance to the Economic Cooperation Organization and its affiliated institutions in the attainment of their objectives.

 

7. Requests the Islamic Conference of Foreign Ministers to include in the agenda of its future regular meetings an item titled “Cooperation between the Organization of the Islamic Conference and the Economic Cooperation Organization”.

 

8. Requests the Secretary General of the OIC to follow-up the implementation of this resolution and to submit a progress report thereon to the Twenty-eighth session of Islamic Conference of Foreign Ministers.

RESOLUTION NO. 4/27-ORG

ON THE CONTRIBUTION OF THE OIC TO THE MILLENNIUM SUMMIT OF THE UNITED NATIONS

 

The Twenty-seventh Session of the Islamic Conference of Foreign Ministers (Session of Islam and Globalization) held in Kuala Lumpur, Malaysia from 24 to 27 Rabiul Awal 1421H (27-30 June 2000),

 

Recalling UNGA Resolutions 53/202, 54/254 and 54/261, Concerning the United Nations Millennium Summit;

 

Taking note of the report of the UN Secretary General (A/54/2000) on the issues to be discussed during the Summit;

 

Reaffirming the noble principles and objectives of the United Nations enshrined in the Charter as well as the principles of international law, in particular the principles of equality of sovereignty of Member States and non-interference in their internal affairs;

 

Emphasizing the imperative necessity of friendly relations and cooperation among nations in maintaining international peace and security and underlining the role of the UN in the preservation and promotion of a just and lasting peace;

 

Affirming the pivotal role of dialogue to reach understanding, address threats to peace and facilitate and strengthen positive interaction among peoples and civilizations;

 

Reaffirming that cultural diversity is a fundamental and positive feature of human society, contributing to progress and mutual enrichment of various human civilizations;

 

Reaffirming their commitment to the promotion and protection of all fundamental human rights, and determined to contribute actively to the enrichment of human rights through inter alia dissemination of the Declaration on Human Rights in Islam;

 

Noting the challenges and opportunities provided by globalization and its far-reaching economic, social and political impacts;

 

The Foreign Ministers,

 

1.  Encourage all Member States to participate actively at the Summit at the appropriate level;

 

2.  Invite OIC Member States participating in the Summit to use every opportunity to coordinate their positions and to present a consolidated view of the Islamic world on various challenges facing the international community in the 21st Century;

 

3. Recommend that the following items be incorporated in the final outcome of the Millennium Summit:

 

Respect for sovereignty, territorial integrity and political independence of states and non-interference in their internal affairs;

 

Non-resort to force, and peaceful settlement of all disputes in accordance with the Charter of the UN and principles of international law;

 

c- Respect and support for the right of self-determination and peoples struggle against foreign occupation, alien domination and colonialism;

 

d- Enhancement of the role and capacity of the UN for conflict prevention, peace making and peace keeping and recognition of the contribution of regional organizations within the framework of the Charter to preventive diplomacy;

 

Enhancement of the role of the UN in addressing the humanitarian issues arising out of conflicts and natural disasters as well as man-made catastrophes in accordance with the principles of the UN Charter;

 

f- Rejection of all claims, irrespective of their source, of the so-called right of humanitarian intervention, considered as totally in conflict with the UN Charter and the provisions and principles of General International Law.

 

g- Review and improvement of measures available to the UN to ensure implementation of its decisions, including sanctions imposed by the UN Security Council, with a view to enhancing their effectiveness, reducing their adverse impacts on civilian populations and precluding the unilateral recourse to sanctions as instruments of interference and advancement of national policy;

 

h- Promotion of a culture of inclusion and dialogue among civilizations as a new paradigm of international relations in the 21st Century;

 

i- Recognition, promotion and protection of all human rights, coupled with impartial and non-politicized implementation of human rights norms throughout the world;

 

j- Recognition of cultural diversity and the cultural rights of individuals and nations, as a foundation for mutual respect, understanding and cooperation among various cultures and civilizations;

 

k- Protection and preservation of the environment as a process requiring global cooperation through common but differentiated responsibilities, transfer of environmentally-sound technologies and enhancement of the effective participation of developing countries in global decision-making process in the area of environment and sustainable development;

 

l- Enhancement of global cooperation with the participation of governments and civil society institutions to address common challenges of drugs, transnational organized crime and terrorism, which continue to threaten the very fabric of human societies and their economic, social and political development;

 

m- Adoption of a human approach to globalization, with a view to enhancing its positive implications for expansion of trade and investment in a more equitable and balanced form and thereby reducing the adverse implications of the widening gap between the rich and the poor;

 

n- Introduction of fundamental changes in international trade as well as financial and monetary system and institutions, with a view to providing an enabling global economic environment, conducive to increase international scientific and technological cooperation coupled with preservation of national identity, culture and heritage and effective utilization of indigenous human and natural resources;

 

4. Calls upon the Member States to effectively participate in the UN Millennium Summit, scheduled to be held from 6 to 8 September 2000, pursuant to the objectives and principles of the OIC Charter, and coordinate their efforts so that the end-result of this Summit will be in a manner enhancing the OIC role in different fields.

 

5. Affirms its rejection of all claims, irrespective of their source, to the so-called right of humanitarian intervention, and considers it as totally in conflict with the UN Charter, and the provisions and principles of General International Law.

 

6. Requests the Member States to consider the Report of the UN Secretary General and coordinate their positions thereon prior to the convening of the Conference.

 

7. Request the Secretary-General to implement this resolution and to facilitate consultation and coordination among member-states prior to and in the course of the Summit, including in particular through regular coordination among permanent missions in New York.

RESOLUTIONS NO. 5/27-ORG

ON REORGANIZATION OF THE GENERAL SECRETARIAT AND ITS ROLE IN MEETING THE CHALLENGES IN THE NEW MILLENNIUM

 

The Twenty-seventh Session of the Islamic Conference of Foreign Ministers (Session of Islam & Globalization) held in Kuala Lumpur, Malaysia, from 24 to 27 Rabiul Awal 1421 H (27 – 30 June, 2000),

 

Guided by the principles of the Charter of the Organization of Islamic Conference;

 

Taking cognizance of the Report of the Secretary General on the Administrative and Financial Redress of the General Secretariat (IS/8-97/AF/D1);

 

Emphasizing the need to activate the role of the Organization and enhance its effectiveness and efficiency in the pursuant of its objectives in the new millennium;

 

Decides to appoint an independent management consultant firm to undertake a comprehensive study on the Organization with the view to revamp the existing setup to make it efficient and lean;

 

Seeks the financial support, in the form of a grant from the Islamic Development Bank to finance the study;

 

Undertakes to implement the recommendation made after the completions and adoption of the study;

 

Requests the Secretary General to follow up the implementation of this resolution and to submit a report thereon to the Twenty-eighth session of the Islamic Conference of Foreign Ministers.

RESOLUTION NO. 6/27-ORG

ON THE CANDIDACIES TO THE COMMITTEE OF ELIMINATION OF DISCRIMINATION AGAINST WOMEN

 

The Twenty-seventh Session of the Islamic Conference of Foreign Ministers (Session of Islam and Globalization) held in Kuala Lumpur, Malaysia from 24 to 27 Rabiul Awal 1421H (27-30 June 2000),

 

Taking into consideration the importance attached by the Islamic countries for preventing discrimination against women;

 

Reaffirming its determination to participate in the work carried out by international institutions on this matter;

 

Confirming its commitments under the principles and purposes of the Charter of the United Nations, the Charter of the OIC, the Universal Declaration of Human Rights, the International Covenants on Human Rights and the Convention on the Elimination of All Forms of Discrimination Against Women;

 

1. Calls upon the OIC Member States to support the candidacies of following personalities for membership in the Committee on the Elimination of Discrimination Against Women-CEDAW, at the elections to be held during the 11th Meeting of the States Parties to the Convention on the Elimination of All Forms of Discrimination Against Women, on August 31, 2000 in New York.

 

Prof. Dr. Feride Acar, Turkey,

as well as the candidates from Bangladesh, Burkina Faso, Indonesia and Nigeria.

 

2. Requests the Secretary General to follow up the implementation of this resolution.
